I have an car that quits during a ride and after that starts, but won't run.
Troublecode P0011
I have checked timingmarks of the chain (spot on) Took a videoscope and looked into the cylinder (valves are ok) did an compression test (all the same 10/10,5 bar) did an incylinder pressure measurement (look at the picture) for all the cylinders excact the same capture. With intake valve's closed and exhaust valve's open put the smokemachine on (sparkplug hole) a d smoke is comming from exhaust tailpipe (so there isn't any blockage) I am thinking of an turned exhaust camgear (because it's the same at all cylinders) Before I start take it apart; what do you think?

As for your double compression tower the i would suggest the exhaust valve is opening, I have seen these engines break the Rocker rather than bend the valve.

Check Fuel Pump Relay (J17) (applicable for vehicles with J17 only)
Check Mechanical Timing

When found in Engine: 4.0l W8
Check TPL 2010059(RoW)
Check/Replace Oil Sieve in Timing Case (Camshaft Adjuster)
When found in 2008 and newer VW 2.0T engine with a timing chain (example; CCTA and CBFA), please see:
TT 01-15-08 for information about the intake camshaft, adjuster bridge and spool valve.
Just looked at this again & I think you are Spot on !!
I too thought a spun cam lobe (if it has hollow camshafts) but being a 16v 2 cams would have to slip exactly the same amount ?? Add to that you say you get the same on all 4 cylinders !!
This has to be the Exhaust Cam timing advanced or Inlet Retarded
