What is causing the low frequency vibrations?

Hi, I am still learning how to use my new NVH kit sorry if this is too simple of a question. The customer is complaining of a steering wheel vibration, I recently replaced the tires - two of them had high roadforce readings, however the customer is still complaining of a vibration. I noticed a low frequency that is high but not labled. I thought is might be caused by the road but just curious if anyone could give me and answer.

I have read that the lower frequencies are caused by the cars mass and its suspension system.

The frequency you see is very low 1,4 HZ , it means 1,4 fluctuations at second for me isn' t possibile the cause are tyres o transmission because their frequency is much more high than 1,4 hz.
If the vibration that you feel is 1,4Hz (1,5 at second), i think the problem come from powersteering .
