This will not start, but cranks fast enough.
No ecu comms,although some underbonnet sensors are getting 5v feeds.
The glow plug light and management light dont come on with ignition and the glow plugs are not operating.

If you have No Comms with ECM then fix that first !!! Basics !!! Wiring Diagram > Powers & Grounds > Communication Lines > ????
No EML & Glow Light all point to ECM not coming to the party.

Its 2.2 dti from 2003. I have not yet accessed the ECM its way up behind the dash!
Why not like lots of other cars easily removed?

Yes, It shows all pin data, just working out why it seems no glow plugs or injection and yet afm ,tps and cts are live?

You need to know what key on dash lights should be lit by Engine ECU and what power you have at the ECU (and grounds), yes volt drop between ECU Ground pin and chassis when cranking, ditto for live to battery terminal. That's a 4 channel test you can do in 5minutes, and proved each live and ground is good.
Comms with ECU might be an issue due to other fuses. OBD port is NEVER supplied power from Engine ECU, it has own fuse (or shared with cigar lighter etc. Check ODB earth (Pin 4 and 5) and live (pin 16 - sometimes others too). If Diag tool not lighting up it's the OBD port issue not engine ECU!!
Start with the basics before you condem an ECU, worse you might plug a new ECU and blow that one if you've done no basic tests. Before replacing the ECU i'd first inspect the harness connector and clean all the pins, check for loose pins, stray strands etc etc
