Is there a photo tach available that I can connect to one channel of my picoscope 3224? Perhaps one that has a pwm output or maybe a 10mV/rpm output?

Nathan,

To measure rpm with the PS3224 I would recommend purchasing a optical/magnetic pickup along with a frequency to voltage converter. Depending on your application (rpm range etc) will vary what frequency to voltage converter that you use as there is a wide range available. Visit http://ww1.microchip.com/downloads/en/D ... 21483d.pdf for a idea on how to connect one and use them.
