Try unplugging large current consuming actuators 1 at a time. I.e EGR and throttle body motors to see if any of them stop this from happening it's rare but I have seen them leak unwanted voltage into an ECU and cause it to misbehave. Maybe even injector cut off test using scan tool may help.

Every amps clamp I have ever used or seen has the conversion printed on the side. As every amps clamp I have used gives a voltage reading out of the amps clamp leads. So when you attach it to scope/multimeter you can work out what the amperage is you are measuring.

Are you measuring the signal at the ECU? If so have you tried the pin fitment test between ECU and wiring harness multiplug. I find a screen wash jet unblocking tool works well.
