Hi i'm not sure if this an issue with my Pico unit itself (4423) or normal but when i activate filtering to clean up a signal it only takes effect at the end of a sweep or if i freeze the image but not whilst running ( hope that makes sense ) am i not able to view a filtered signal while running or is there something in settings.

That's normal, filtering is only performed when the sweep has completed.

I suggest that you only use filtering AFTER the capture is made and scope stopped or on a saved capture.

There is no reason to run live with a filter anyway and it can reduce performance.
